Black Toledo: A Documentary History of the African American Experience in Toledo, Ohio

Edited by Abdul Alkalimat and Rubin Patterson

The African American experience since the 19th century has included the resettlement of people from slavery to freedom, agriculture to industry, South to North, and rural to urban centers. Original documents in this book tell the story spanning 200 plus years in Toledo, Ohio:

1. The origin of the Black community, 1787 to 1900

2. The formation of community life, 1900 to 1950

3. Community development and struggle, 1950 to 2000

4. Survival during deindustrialization, 2000 to 2016

The book includes articles from the Toledo Blade and local Black press, excerpts of doctoral and masters theses, and other specialist and popular writings from and about Toledo itself. It includes organizing in the Black community, linking campus faculty and students with community activists. Alkalimat was director of the African American Studies Program at the University of Toledo from 1996 to 2007.

FESTAC ’77 was the largest Pan-African cultural gathering before or since 1977. The Nigerian government hosted more than 16,000 participants who came from all over Africa and the African Diaspora.

 HISTORICAL BACKGROUND

The great narrative of the 20th century has been the dialectic from colonization to the freedom struggle based on the self-organization of African peoples. These five moments are key:

1884-85: The Berlin conference where the European powers divided Africa amongst themselves. The United States was at the conference!

1914: the founding of the United Negro Improvement Association and the African Communities League led by Marcus Garvey

1945: The Fifth Pan African Congress that led to the anti-colonial struggle for national independence

1957: The liberation of Ghana and the emergence of Kwame Nkrumah as a global leader of Africa and the African Diaspora

1963: the establishment of the Organization of African Unity

GLOBAL PANAFRICAN MEETINGS

The Pan African Movement of the first half of the 20th century was mainly organized in the African Diaspora, not in Africa itself. The Pan African Congresses took place in Europe and the U.S.:

The next major international festival was FESTAC in 1977. Before discussing FESTAC itself, note that after FESTAC, many more global events took place, including more Pan African Congresses (https://alchetron.com/Pan-African-Congress ). An important process was the annual London-based International Bookfair of Radical Black and Third World Books and its festival, with the lead organizers John La Rose and Sarah White. Their New Beacon Books was a publishing house and the first Black bookshop in England.

FESTAC

FESTAC was not in line with the pro-Negritude approach of the 1966 Dakar festival, nor was it as political as the 1969 Algiers festival. Nigeria has the largest population of all African countries, and it has oil as the engine of its national economy. Nigerians are the largest contributor to populating the African Diaspora. It seemed logical that Nigeria would play such a role as host for FESTAC ’77.

The international festival planners divided the world into zones and recruited coordinators for each zone. Two major struggles defined how the festival developed. In Nigeria there were many issues around the budget and how it would be utilized. Nigeria had and has a stark class structure with both superrich and destitute poor. In the Diaspora, issues of representation were key, especially the contradiction between the official governments of the African Diaspora, bearing colonial legacies, and the African-descendent artistic communities.

One critical issue was the refusal of the British government to loan the Benin royal mask carved of ivory that was chosen as the FESTAC symbol. It portrayed the Iyoba, or Queen Mother, of Benin. They claimed to fear it would not be returned. The Nigerian government then had a local sculptor craft a replica. Part of the tragic legacy of FESTAC is that the artist was never paid for this. The U.S. delegation was led by Jeff Donaldson and Hoyt Fuller, both veterans of the Chicago Black Arts Movement. A major event was the Wall of Respect created by OBAC (Organization of Black American Culture), an organization that Donaldson and Fuller helped lead (https://www.youtube.com/watch?v=b6P0DqI-B4Y ). Hoyt was an editor (Negro Digest/Black World/First World) and Jeff became head of the Art Department at Howard University. A massive US delegation was organized covering every major art, both artists and historians/critics. As of Friday morning, African Americans made up almost half of Milwaukee County’s 945 cases and 81% of its 27 deaths in a county whose population is 26% black. Milwaukee is one of the few places in the United States that is tracking the racial breakdown of people who have been infected by the novel coronavirus, offering a glimpse at the disproportionate destruction it is inflicting on black communities nationwide.

In Michigan, where the state’s population is 14% black, African Americans made up 35% of cases and 40% of deaths as of Friday morning. Detroit, where a majority of residents are black, has emerged as a hot spot with a high death toll. As has New Orleans. Louisiana has not published case breakdowns by race, but 40% of the state’s deaths have happened in Orleans Parish, where the majority of residents are black.

On Friday, the Illinois Department of Public Health became one of the few state offices to release some racial data. And the data showed a pandemic within the pandemic: African Americans are significantly overrepresented in infection rates in Illinois, while whites and Latinos are significantly underrepresented. African Americans make up 14.6 percent of the state population, but 28 percent of confirmed cases of the coronavirus. White people comprise 76.9 percent of the Illinois population, and 39 percent of the confirmed cases. Latinos comprise 17.4 percent of the state population, and 7 percent of the cases. In Illinois, Asian Americans were the only racial group without a significant disparity between their state population, at 5.9 percent, and confirmed cases, at 4 percent. (Nearly a third of cases were recorded as “other” or left blank. Illinois did not release racial data on Native Americans, or on testing, hospitalization, and death rates by race.)

Black people make up 12% of Michigan's population. But of the state’s 417 coronavirus deaths, 40% are Black, 26% are white, 30% are unknown, and 4% are mixed race or other, according to data released Thursday by the Michigan Department of Health and Human Services (MDHHS).

Of the nearly 11,000 who tested positive for the coronavirus, 35% are Black, 25% white, 34% are unknown. An additional 6% represent other races.

Perry (Harvard Ed.D 1977) was an Associate Professor of Afro-American Studies at University of North Carolina at Chapel Hill. He was a student and close colleague/comrade of Geneva Smitherman. He served on the faculty of Wayne State University for 13 years, and at UNC for 28 years.

He had served many years as a board member of the National Council of Black Studies. He chaired the first nation curriculum committee for NCBS that became known as the Hall Report.

Jayne Cortez (1934 - 2012)

Jayne Cortez, poet, activist, independent publisher, and performing and visual artist, was born in Huachuca, Arizona in 1934. She is the author of ten books, and her works has been translated into twenty-eight languages. Some of her major titles include On the Imperial Highway: New and Selected Poems (2008), The Beautiful Book (2007), Jazz Fan Looks Back (2002), Somewhere in Advance of Nowhere (1997), Coagulations: New and Selected Poems (1982). Not only was she a skilled technician of language, but one of the world’s major Afro-Jazz and political visionaries, surrealist poets, whose dynamic charisma and explosive delivery of her work thrilled audiences worldwide.

Jayne Cortez was a committed Pan Africanist, a Women’s / Human Rights activist, and was a member of the Student Non-violent Coordinating Committee (SNCC) in Mississippi, registering Black voters, in 1963 and 1964, during the 1960s Civil Rights Movement. Sister Jayne Cortez was major Djali/Griot of the modern African post-colonial experience, and a major writer in the U.S. and African world. Historically she is a “Sister” to the great Negritude poets, such as Aimé Césaire and colleagues. We must remember her as one of the major voices and visionaries of our time.

Amiri Baraka (1934 - 2014)

Amiri Baraka started out as a beat poet in Greenwich Village in New York City. His 1960 trip to Cuba after Fidel Castro came to power had a radical impact on his life. As poet, author, and, playwright, Amiri Baraka built a national and international reputation as artist. After the assassination Malcolm X’s in 1965 he moved to Harlem where he founded the Black Arts Repertory Theatre/School. As one of the major figures along with Larry Neal, Sonia Sanchez, and, Askia Toure, they are regarded as the architects of the Black Arts Movement that worked in tandem with the emerging Black Power Movement. He became a leading force in the African Liberation Support Committee. Amiri eventually moved back to Newark, NJ, where he and his wife Amina founded the Committee for Unified Newark and the Congress of African People. He published several journals and the newspaper Unity and Struggle that used Marxism-Leninism to inform the Black Liberation Movement.

We should remember Amiri for his contributions to not only the Black Liberation Movement, but for his struggle to connect the national question of Black self-determination to the international class question of capitalist and imperialist exploitation of working people. Amiri was not born a revolutionary. It was his engagement as an artist who grew more conscious of how oppressive a capitalism society functions. Instead of buying into the privilege of a celebrated artist, Amiri embraced the black masses bringing his artistic and intellectual skills into his community giving voice and advocating for democratic Black power. Throughout the various phases of his life, Amiri continued to grow politically grappling with how to fuse the struggle for Black liberation and struggle for socialism in America. By struggling to take up different questions and changing his outlook and his own practice made him a transformational revolutionary, someone who was self-critical and reflective about building a new society.

My great-great-grandfather founded the abolitionist town of New Philadelphia, Illinois, in 1836. It was the first town in the US legally established by an African American. A new bill in Congress would make the site a national park, and emails of support will make a difference.
